Horia Vladimir Ursu has the advantage of a double qualification: he is both a doctor of law and a doctor of history. Horia Vladimir Ursu is a graduate of the Faculty of Law in Bucharest, class of 1976. He obtained his Doctorate in Law from the University of Bucharest, 2002, and his Doctorate in History from the University of Bucharest, 2013.
